The film begins in 1987, when crime in Uttar Pradesh is at its peak. Agricultural Minister Virendra Nath Tagore proposes that crime can be reduced by eradicating hunger and initiates a scheme to lease 5,000 acres of land for 30 years to 500 farmers from combined Andhra Pradesh, led by the upright Sitaramayya.

Years later, business tycoon Sarojini Naidu visits the region for a new venture and rescues a gravely wounded stranger. After he suffers a heart attack in the hospital, she stays by his side. Miraculously surviving but with complete memory loss, the man is adopted by Sarojini, who gives him the identity of her deceased son Arjun Prasad. Over the next two years, Arjun becomes a successful IT magnate. Rival chairperson Harika initially competes with him but eventually falls in love. Meanwhile, Telugu farmers in Uttar Pradesh face severe hardship under local politician Bhavani Nath Tagore. When resident Sandhya (shown as Arjun’s past love interest) petitions the government, Bhavani discredits her as insane and intimidates the villagers. Soon after, Arjun discovers Bhavani’s sabotage of the farmers’ project and his humiliation of Sarojini Naidu. Furious, Arjun challenges him and restarts his plant, but Bhavani’s henchmen attack him. To everyone’s shock, the villagers recognize Arjun as Dharma, son of Sitaramayya, and begin recounting the past.

Dharma, a powerful police officer, had defended justice in the region. He protected Niranjana Prasad (daughter of Virendra Nath Tagore), who had married a lower-caste man with her father’s blessing. During the reception, Bhavani Nath Tagore brutally murdered the bridegroom and tried to kill the pregnant Niranjana to exploit caste politics. Dharma saved her and sheltered her among the Telugu farmers. Enraged, Bhavani repealed the farmers’ land lease. Virendra Nath pleaded with his brother to revoke the order, but Bhavani murdered him and ordered Niranjana’s elimination. Dharma intercepted her train escape but was gravely injured in battle, eventually found unconscious by Sarojini Naidu.

Back in the present, Sarojini confirms Arjun is indeed Dharma. Though he cannot recall everything, facing Bhavani rekindles his resolve. He learns that Niranjana survived, gave birth to a son named Dharma, and that the villagers safeguarded them. Ultimately, Dharma/Arjun defeats Bhavani Nath Tagore, restores the farmlands to the Telugu farmers, and declares Niranjana Prasad as the rightful heir of the Tagore dynasty. In the end, Sarojini Naidu entrusts Dharma to the people, acknowledging that his duty to society outweighs her personal need for him in her business empire.
